Behind the Scenes: Event Safety & Crowd Management for Boots x P.Louise

When a major brand activation is expected to attract significant footfall across some of the UK’s busiest retail locations, successful delivery requires much more than simply providing security personnel. Eame Hill International was appointed to support the Boots x P.Louise activation, providing event safety, crowd management, safeguarding and asset protection across multiple UK locations. Working alongside the wider project team, our involvement started well before the first customer arrived, with site-specific planning, risk assessment and crowd management considerations forming an important part of preparing for each activation.


The Project

The Boots x P.Louise collaboration brought a highly engaged audience into Boots stores across London, Manchester and Sheffield, with each location presenting its own operational challenges. The scale of the launch and the significant following of the P.Louise brand meant that high levels of customer interest and external queues could be anticipated. At the same time, it was important that the safety and operational arrangements supported the vision of the brands and the customer experience they wanted to create. Each location differed considerably in terms of available space, surrounding pedestrian movements, venue arrangements and the ability to accommodate queues. Rather than applying the same solution across every location, our approach was to consider each activation individually and develop an operational plan appropriate to the environment.


Planning for the Crowd

Crowd management planning formed a significant part of our involvement and began far in advance before the activations went live. Each location was considered individually, taking into account anticipated attendance, available space, pedestrian flows, queue capacity, ingress and egress, accessible routes, surrounding businesses and interaction with the wider public. At Covent Garden, this developed into a defined external queue plan on Long Acre. The available area was assessed and divided into designated queue zones, providing the operational team with a clear method of monitoring occupancy and controlling the progression of guests towards the store. Planning also considered what would happen if demand exceeded the available queueing space. Rather than relying solely on the physical deployment of barriers and personnel, the operational approach included capacity monitoring, communication between team members and clear escalation arrangements. The objective was not simply to accommodate as many people as possible. It was to establish a safe, proportionate and workable crowd management plan that supported the activation while maintaining pedestrian movement, accessibility and consideration for neighbouring businesses.


Covent Garden: Working Within a Complex Public Realm

The Covent Garden activation presented one of the programme’s more complex operating environments. Located on Long Acre within the City of Westminster, the store sits within a busy retail and pedestrian environment where a significant external queue has the potential to affect neighbouring businesses, pedestrian movement, accessibility and the wider public realm. The crowd management arrangements therefore had to consider not only the requirements of the activation, but also the restrictions and expectations associated with operating within Westminster. A designated queueing arrangement was developed for Long Acre, with the available area divided into manageable zones. This gave the operational team a practical method of monitoring numbers and managing movement while maintaining appropriate access around the activation. The plan also had to remain adaptable. Live crowd behaviour does not always follow the assumptions made during planning, so communication between supervisors and deployed personnel was essential in allowing the operation to respond to changing demand. For Eame Hill International, this represents an important principle of crowd management, a plan has to work within the wider environment, not simply within the boundary of the event or activation.


From Planning to Operational Delivery

Once each activation went live, our role moved from planning into operational delivery. Eame Hill International personnel supported a range of functions including event safety, crowd and queue management, safeguarding, guest welfare and asset protection. At some locations, our involvement also included asset protection during build and installation periods, providing continuity from the preparation of the activation through to the live event. Our operational teams worked alongside Boots store management, production and activation teams and other stakeholders throughout each deployment. Maintaining a professional but approachable presence was particularly important. Brand activations are designed to create positive experiences, and effective event safety should support that environment rather than unnecessarily dominate it. The multi-location nature of the programme also required the operational approach to adapt. A city-centre high street, shopping centre and large retail environment each present different considerations for crowd movement, queueing, staffing and stakeholder engagement. While the principles and standards remained consistent, deployments were adapted to reflect each individual operating environment.


A Joined-Up Approach

Projects such as Boots x P.Louise demonstrate the value of connecting planning and operational delivery while understanding the wider vision behind an activation. As a major beauty launch for Boots, it was important that our approach supported the scale and ambition of the activation. The objective wasn't simply to manage crowds and protect assets; it was to ensure the safety and operational arrangements complemented the experience that Boots, P.Louise and the wider project team wanted to create. Our involvement therefore wasn't limited to deploying personnel on the day. Understanding the brand vision, expected audience and customer journey formed part of the planning process, alongside assessing foreseeable risks, developing workable crowd management arrangements, coordinating with stakeholders and ensuring the operational team understood the plan. This balance is particularly important within brand activations.

By connecting these elements, Eame Hill International can support clients from the initial planning stages through to live operational delivery, while keeping the experience and objectives of the project at the centre of the operation.


The Outcome

The Boots x P.Louise programme was successfully supported across all locations, with operational arrangements adapting to the different challenges presented by each environment. It was also another opportunity for Eame Hill International to work alongside Backlash Creative and the wider teams involved in delivering a high-profile national brand activation. A huge thank you goes to our teams on the ground, whose professionalism and adaptability helped ensure the plans developed ahead of each activation translated successfully into live delivery. For us, successful event safety is often measured by what doesn't happen. Good planning, appropriate staffing and effective communication allow guests to enjoy the experience while the safety and operational arrangements work effectively around them.
